Job Description

PRINCIPAL DUTIES/RESPONSIBILITIES:

Member of the International Human Resources (IHR) team at GDIT. Lead for foreign and shadow payrolls across enterprise. Lead setup and registration, operations, management, and maintenance of non-U.S. payrolls. Support administration of Expatriate / International Assignees including administration of IHR shadow payroll on-boarding for employees, cost estimates for programs, coordination of services with all vendors, and responsible for reporting and remitting to appropriate tax jurisdictions. Oversee and when appropriate, tracking and processing invoices, and internal financial allocations. Administer the procedures and ensure imputed income amounts and reports to Payroll during year and as part of year-end with vendors, internal payroll, and with Tax Equalization program. Human Resource Information System (HRIS) and payroll tax data entry, generation of reports, and soft- and hard-copy records management. Manage the procedures and service of U.S. and non-U.S. tax and payroll forms via the department’s shared e-mail account. Assist to create and implement policies, procedures, instructions and forms. Support change management, training, audits, Corporate Tax and Finance projects as needed.

Duties include:

  • Manage and administer foreign payrolls
    • Coordinate enterprise schedules with points-of-contact, vendors, and AP-Treasury,
    • Oversee vendor performance and services,
    • Align new and existing programs to procedures and schedules,
    • Review and approve foreign payrolls from vendors,
    • Coordinate new payroll setups,
    • Research payroll requirements in foreign countries,
    • Develop and manage year end processes,
    • Develop and monitor foreign payroll schedules,
    • Create rosters and reporting with vendors and internal stakeholders,
    • Monitor and QA systems for changes, variances, exceptions, and ad-hoc payroll processing,
    • Ensure cost estimation for services and cost allocation for invoices are processed on a timely basis.
  • Support shadow payroll programs for expatriate management including:
    • Reconcile estimates to actuals,
    • Track financial allocations,
    • Monitor Monthly processing of payroll and payroll activites by IHR Payroll/Tax Assistant
  • Monitor employee roster for tax programs and communicate changes within tax/ payroll side of IHR;
  • Maintain records including HRIS, Shared Network folders, SharePoint, and hard-copy files;
  • Ensure team services department e-mail account;
  • Coordinate with payroll, and other functional departments to facilitate global mobility programs;
  • May manage the function of social security treaty applications and coordination with stakeholders (home and host payroll, tax, HR, employees, etc.);
  • Administer imputed income programs and service with the Tax Analyst;
  • Assist Tax analyst in change management: draft policies, procedures, instructions, and forms, train stakeholders, and support change activities;
  • Generate reports for internal and external use; and
  • Back-up support to other IHR team members for other duties.

Job Requirements

2-5 years of directly related experience administering international human resources programs.
