Job Description

Manage the deliverables and financial execution of multiple Human Dimension (HD) Technical Work Directives (TWD) in support of training and research across seven functional areas of: Cognitive Enhancement and Accelerated Learning, Instructor Development and Training, Tactical Training, Holistic Human Performance Training, Curriculum Development Technology and Software Development and Research, Program Evaluation and Assessment.   Plan, direct, and coordinate the execution of TWDs within agreed to program perimeters to serve as the change agent for HD.  Responsible for: managing the individual Project Manager’s planning and execution of their TWDs; driving cross pollination of technical knowledge and innovations across the entire program;  and formulating policies, managing daily operations, and planning the use of materials and human resources.  Primary conduit with the Government.  

Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. Oversees the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.  Plan, direct, or coordinate the operations of public or private sector organizations. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources, but are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing, or administrative services. Excludes First-Line Supervisors.  



  • Assessing the effectiveness of technical training activities and process
  • Planning, leading, and facilitating TWD requirements
  • Offering recommendations for and driving sustainable improvements to HD programs
  • Demonstrating strategic thinking and innovation in the areas of HD program design and execution
  • Facilitating the design, implementation and effectiveness of the HD training program
  • Providing support and direction to the team
  • Ensuring quality, efficiency, consistency and compliance of Program across TWDs
  • Provide leadership to the development and delivery of all deliverables and assess the effectiveness of the program

Job Requirements

The Program Manager shall have prior military leadership experience and over 10 years of experience with at least 5 years within DoD managing, staffing, overseeing, and completing the same or similar work within the Human Dimension, including a demonstrated knowledge of support and sustainment-related operations.

A PhD may be substituted for 5 years of overall experience.  Experience may not be substituted for degree requirements.
