Job Description

This is a position for an intelligence collection manager supporting DIA / Joint Staff J26's Training, Tradecraft, and Certification branch. This position will provide collection management (CM) subject matter expertise through consultation and development of CM-related products. This includes, but is not limited to: (1) support to the DoD's CM certification program by establishing the program standards (i.e., the Essential Body of Knowledge, or EBoK), creating exam items for high stakes certification exams, and facilitation of governance council meetings; (2) support to the development of DIA-owned CM training by working with collection managers across the DoD to discern appropriate learning objectives to be used by course developers, and providing subject matter support to those developers; (3) support to the development of CM tradecraft; (4) support to the professionalization (i.e., career path) of DIA civilian collection managers, including supporting job task analyses (JTAs), developing competencies and behavioral indicators, and supporting the updates of DIA CM career path guide inputs.

This position also supports all of the work for the CM certification program to include, but not limited to: program design, development of policies and procedures, obtaining and maintaining external (through the National Commission of Certifying Agencies, NCCA) accreditation of the program, proctoring and training proctors, reviewing and approving exam applications, advertising for the program, and reviewing certificant renewal packages.

Requirements: TS/SCI eligible. Minimum of 5 years of operational experience as a CM. Expert knowledge of DoD processes and terminology. Expert MS Office skills.

Highly desired: Expertise in DoD training methodologies, instructor or instructional systems design (ISD) certification(s). Multi-INT experience. Experience with CRM and COM. Experience with CM at more than one level of war (i.e., tactical, operational, strategic).

This position is for a member of a team of six personnel supporting J26. Five team members are CM SMEs, and the sixth is an industrial organizational psychologist / psychometrician (exam developer). Project tasks are a mix of long term projects, short term ad hoc tasks, and ongoing certification program operations. If you seek variety, this is the job for you.

Work team is colocated and sit among with the client team. Ideal candidates excel in small team dynamics, are highly motivated, take guidance well, have a high attention to detail, are experts at collaborating among peer groups (in person research), conduct excellent research, have experience creating print-ready professional booklets and products, and have experience working with and editing SharePoint and/or Access databases.
