Tasks and Responsibilities include, but are not limited to:

• Supports proposal activities and formulates/approves and implements SCM strategies to meet the business needs.

• Provides oversight of cost and pricing estimating activities related to bids and proposals

• Performs price or cost analysis for materials, components, equipment and services

• Solicits and receives cost or pricing data required for disclosure to the customer in accordance with applicable federal regulations including Truth in Negotiation Act Reviews, verifies proper documentation, and may execute Certificate of Cost or Pricing Data

• Reviews contractual/supply chain documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance

• Prepares and issues high complexity, value and risk purchase orders, contracts and agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify potential risks in terms and conditions

• Establishes requirements and monitoring measures for suppliers.

• Monitor the suppliers performance, manage changes in scope changes, and take appropriate corrective action as required.


Additional Tasks:

• Builds customer relationships and understands the customer needs and issues

• Resolves customer/business concerns on supplier performance.

• Prepares and presents briefings to executive management

• Leads development of team/partner relationships with vendors/suppliers and maintains relationships for long-term contracts

• Assists Program Manager and Program Team in achieving the program goals and requirements for the supply chain content

• Coordinates activities of other personnel to meet the business needs.

• Establishes master service agreements, service level and quality agreements

• Establishes operational objectives and delegates assignments to subordinate and/or matrix team mates

• Champions SCM initiatives and process improvements • As required manages other professionals and give performance reviews

• Develops and implements departmental programs, policies and procedures

• Provides input and may develop curriculum and training materials

• Manages/leads supply chain related audits regardless of auditing agency or customer
