Job Description

The successful candidate will perform as the Asset and Logistics Lead for the St. Elizabeths Technology Services (SETS) Program, supporting the Design/Build, and Operations&Maintenance of the Information Technology (IT) Infrastructure of the Consolidated DHS HQ Campus at St. Elizabeths.

The SETS Asset and Logistics Lead will manage a team of Asset/Logistic technicians and will be responsible to oversee Design/Build and O&M Tools/Materials acquisitions, as well as manage and report on installed government property, assets, and O&M sparing levels in accordance with contract requirements, approved procedures, and government regulations. The successful candidate will, at a minimum:

  1. Manage Design/Build and O&M Procurement activities: work with SETS Project Managers and O&M leads and GD-MS Procurement/Supply Chain Management, obtain quotes for required tools and materials; submit and process Government Approvals; place orders for fulfillment; and track/report on status of requests for quote and purchase requisitions;
  2. Manage O&M sparing levels: perform analysis, report and make recommendations based on historical spares utilization; ensure sparing levels remain at the appropriate levels; prepare documentation to purchase replacement devices by utilizing GDIT approved procedures and systems; ensure the calculation of quantity on hand, control shelf life for limited items, stock rotation, repair status, and monthly inventory reconciliations are maintained and submitted to the Government, as required; identify equipment approaching end-of-sale or end-of-life, and provide recommendations for replacement;
  3. Manage O&M Licensing and Maintenance activities: maintain, forecast, and report on all warranty/maintenance and licensing information for installed equipment, including warranty/maintenance and licensing coverage periods, licenses on hand, licenses needed, etc.; coordinate timely licensing and maintenance renewal activities with appropriate O&M leads, to ensure proper types and quantities are ordered;
  4. Manage Asset activities of installed material: ensure required markings/tagging and unique record identification of each asset (whether in production or as a spare); manage government property, fixed assets, non-capitalized assets, and leased assets from acquisition through disposition in accordance with various contracts requirements, approved procedures, Federal Acquisition Regulations (FAR), and other agency regulations as applicable; maintain proper documentation for all receipts, movements, shipments, transfers, deliverables, lost, damaged or destroyed (LDD) property and excess government property; ensure that government property transactions are properly authorized, accountability records created in a timely manner, property is properly identified and tagged, and that an audit trail exists for all transactions involving the purchase, lease or furnishing of government property; ensure that quarterly physical inventories are performed to verify that functional organizations appropriately protect, control, preserve, and maintain government property; ensure timely identification and disposition of excess property and notification of appropriate personnel; ensuring property identified for disposal is excessed in accordance with DHS policies and procedures; and,
  5. Supervise the operations of the SETS Warehouse, which receives, stores and issues SETS Design/Build and O&M equipment and materials.

Job Requirements

10-15 years of related experience in logistics, traffic and/or supply chain management.

Candidate will be required to work core business hours of 9:00 AM - 2:00 PM, with flexibility to start and end earlier or later to support scheduled meetings and other work requirements.

Applicant must possess a DoD Secret Clearance (minimum) and must meet eligibility requirements for access to classified information. Additionally, candidate must obtain and maintain a DHS HQ Suitability Determination - EOD (Entry on Duty).

WORKING CONDITIONS: Standard business work environment on a customer site. Ability and willingness to work on a flexible schedule is expected. The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment. Must be able to lift and carry at least 30-50 lbs. Business casual attire required at all times. Work site location is the DHS St. Elizabeth’s Campus, Washington, DC. Public transportation access only; limited parking on work site.
