Job Description

The Centers for Medicare & Medicaid Services (CMS) has implemented quality measure reporting programs for multiple settings of care. These programs promote higher quality and more efficient health care for Medicare beneficiaries. The quality reporting program for hospital services offers financial incentives for reporting quality data to CMS based on conditions of participation. The Healthcare Quality Analytics and Reporting (HCQAR) Contractor is responsible for Ad Hoc Reporting, Complex Data Analytic Services, Reports and Data Extraction Services to support Healthcare Quality Information Systems (HCQIS).. The responsibilities of HCQAR Contractor include analyzing Data, developing Analytical Code, testing Data\\Measures and facilitating Business Requirement definitions. The HCQIS infrastructure and network supports major application environments to collect clinical data and measure quality of care for Medicare and Medicaid beneficiaries. This position will provide technical, administrative, and operational leadership to the Hospital Quality Reporting line of business under the HCQAR contract providing a high level of execution of analytic services including claims-based measures calculation and reporting.

Hospital Quality Reporting Program

To support this CMS initiative at a program level, multiple functionalities were necessary to facilitate the needs of the providers, contractors, and CMS. The HQR System comprises a foundation system for more than two dozen applications and subsystems. The HQR program supports these hospital quality reporting programs:

o Hospital Inpatient Quality Reporting (HIQR)

o Hospital Outpatient Quality Reporting (HOQR)

o Hospital Value-Based Purchasing (HVBP)

o Hospital Readmission Reduction Program (HRRP)

o Hospital Acquired Condition Reduction Program (HACRP)

o Ambulatory Surgical Center Quality Reporting (ASCQR)

o Prospective Payment System (PPS)-Exempt Cancer Hospital Quality Reporting (PCHQR)

o Inpatient Psychiatric Facilities Quality Reporting (IPFQR) Program

  1. �Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
  2. 8-10 years of related experience, including supervisory experience.
  3. Professional certification (PMP) preferred.
  4. Experience with Section 508 Compliance Standards preferred
  5. Experience with Adobe Professional Software preferred
  6. Experience with Hospital Compare Public Reporting processes preferred


  1. Provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management.
  2. Supervises assigned staff, including subordinate project and technical leads.
  3. Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.
  4. May also perform high level technical services on assigned tasks.
  5. Conducts planning and provides recommendations to client on task workload.
  6. Attends customer meetings and may serve as primary client liaison.
  7. Interacts with vendors, other agencies, and other client staff on behalf of the client.
  8. Coordinates development of deliverables and products.
  9. Ensures quality assurance of project deliverables.
  10. Maintains current knowledge of relevant technology as assigned.
  11. Participates in special projects as required.
  12. Manage contract deliverables and provide team/staff leadership for Hospital Quality Reporting projects as assigned.
  13. Ensure programs meet and exceed expectations by overseeing program activities, timeliness, budget and internal quality control standards.
  14. Manage scope of projects to ensure accuracy and timely delivery according to customer's requirements and expectations by building and maintaining close relationship with client.
  15. Manage multiple projects concurrently involving coordination of resources and tasks across multiple contracts. Identify barriers and risk factors that may inhibit or impede the project and define mitigation strategies.
  16. Actively engage in change management with stakeholders to ensure successful acceptance and readiness of delivered solution.
