Job Description

GDIT is seeking an Technology Transfer Specialist for the Naval Medical Research Unit at Fort Sam Houston, San Antonio, Texas (NAMRU-SA). NAMRU-SA is a major research center conducting medical, craniofacial, directed energy and biomedical research, which focuses on ways to enhance the health, safety, performance, and operational readiness of Navy and Marine Corps personnel and addresses their emergent medical and oral/facial problems in routine and combat operations. Major duties include:

  • Process, negotiate, execute and revise agreements in support of NAMRU-SA investigators’ collaborations.
  • Serve as a point of contact for incoming request forms for agreements including CRADAs, NDAs, MOAs, and others.
  • Maintain records of agreements and funding/budgeting, including adding information in databases and tracking them for future reference.
  • Ensures correctness of funds on various financial documents concerning support agreements. Maintains cognizance of funding balances and ensures that financial requirements, policies, and procedures in documenting funding, establishing estimated costs, tracking reimbursable and other funding documentation, reimbursements and collections are within regulation.
  • Develops cost estimates for reimbursable services. Reviews and analyzes reimbursable cost against actual cost provided. Resolves issues between providers and receivers of services as necessary.
  • Assist with outreach to potential partners by assisting/advising scientists in developing statements of work, directing them to in-house personnel for budget development and assuring that they follow all in house policies for establishing agreements with potential partners.
  • Maintains knowledge of relevant scientific activities at NAMRU-SA, other Federal agencies, and non-government organizations including higher education and private sector organizations.
  • When called upon, participate in the development of new policies.
  • Ensure compliance with regulations, programs, policies, procedures and operations at NAMRU-SA, BUMED, Navy Medicine West, Department of the Navy and other federal agencies. 
  • Assist with other operations tasks as needed.

Job Requirements

  • 8-10 years of related experience in scientific research and analysis.
  • Expertise in processing, negotiating, executing, and tracking CRADAs, MOAs, NDAs, etc in support of military health research.
