Job Description

Training Requirements Review Lead in Port Hueneme, CA

Designs and develops instructional approaches and interactive courseware to meeting training requirements. This position is located at the Center for Seabees and Facilities Engineering (CSFE) in Port Hueneme, CA.

Training Requirements Review (TRR) process provides a periodic or triggered review and revalidation of an existing course(s) to ensure that all identified, validated, and resourced training requirements are being met, and may include a review and revalidation of supporting Personnel Qualification Standards, or Non-Resident Training Course(s), if applicable. TRRs are conducted with the support of a courses Requirement Sponsor(s), Resource Sponsor(s), Type Commanders, Enlisted and Officer Community Managers, Fleet Subject Matter Experts, and other stakeholders. A TRR can be organized to review a single course or a number of courses that support a policy, a directive, a grade, a rate, a platform, a system, a sub-system, or equipment.

The TRR Lead will liaise with Navy Echelon II resource and requirement sponsors and Fleet subject matter experts in order to revalidate individual training requirements and/or to identify new training requirements as they apply to a Navy rate, grade, community, course, systems configuration, or Fleet operating procedure. The TRR Lead is further responsible to identify redundant or unnecessary training and ensure proper alignment of training based on new or revised requirements.

The TRR Lead will manage the TRR process review, including facilitating meetings and briefs, gathering background information, preparing briefing materials, and recording formal meeting minutes:

  • Prepare TRR naval messages (announcements, agendas, and after-action reports).
  • Prepare TRR action chits and individually track the completion and progress of TRR and non-TRR action items.
  • Participate in CSFE Job Duty Task Analyses (JDTA), including assisting with facilitation, liaising between JDTA and TRR working groups, recording official meeting minutes, and drafting after action reports.
  • Coordinate inputs from CSFE staff to accurately maintain NETC's Serena TRR tracking tool and the various End-to-End (E2E) process spreadsheets/databases used by CSFE and its customers for curriculum development/revision tracking and prioritization.
  • Provide input to other CSFE/NETC tracking tools.
  • Coordinate communications between different stakeholders/groups (requirement sponsors, resource sponsors, TRR working groups, JDTA working groups).

The TRR Lead shall act as Job, Duty, Task Analysis (JDTA) Recorder to insure TRR alignment. The TRR Lead shall be available to participate in scheduled and unscheduled TRRs identified by CSFE N5 Functional Integration Management director or designated representative.

  • Assist with facilitating JDTA workshops;
  • Populate data in the JDTA data spreadsheet, record meeting minutes, and complete after-action reports;
  • Submit data for approval through a secondary TRR process;
  • Use Microsoft Excel to convert the data to be compatible with CPM;
  • Load data into CPM.

Bachelors Degree in Education or a related discipline, or equivalent work experience as a curriculum designer or developer.

Requires familiarity with Civil Engineer Corps and/or Naval Construction Force enlisted ratings and functional areas, and NCF doctrine, programs, and policies.

2-5 years of related experience required.

To be successful in this position, the ideal candidate will be a solid technical writer who can take fast, accurate notes to quickly capture a large amount of information.

Requires attention to detail, strong organization skills, and superior communication skills (both written and oral).

This position requires comprehensive knowledge of Naval Education and Training (NAVEDTRA) 130 series of manuals, which provide fundamental procedural guidance in task-based curriculum development and modification. Additionally, extensive knowledge of the following manuals, processes, and programs is required:

  • NAVEDTRA 133A Training Requirements Review (TRR) Management Manual
  • NAVEDTRA 137A JDTA Management Manual
  • Navy Occupational Standards (OCCSTDS)
  • PQS/JQR
  • Naval Correspondence Manual
  • NETC End-to-End Process
  • Authoring Instructional Material (AIM), Content Planning Module (CPM), and Learning Object Module (LOM)
  • Microsoft Office Suite (Advanced skill using Word, Excel, PowerPoint

Requires problem-solving, strategic thinking, flexibility, and the ability to effectively liaise and collaborate with all levels of the Learning Center chain of command and its customers and stakeholders. The TRR Lead will participate in and facilitate strategic engagement meetings including CEC leadership across the Naval Construction Force and NAVFAC. Must be comfortable participating in and leading diverse groups with tact, decorum, and diplomacy.
