Job Description

General Summary

Develops, codes, deploys and maintains web and portal content as dedicated KM support to the Deputy Chief of Staff (DCOS) Education & Doctrine (DCOS E&D) Directorate and the NATO Special Operations School (NSOS).

Principal Duties and Responsibilities

  1. Provides application configuration, data entry/modification, enforces standards, and technical support for customer portal and web sites.

  2. Collaborates with Knowledge Management (KM) staff to develop and maintain standardized web and portal content to meet military customer objectives.

  3. Provides Tier 1 & 2 portal and content management support specific to DCOS E&D and NSOS issues and coordinate with other IT functional areas for higher-level backend support requirements.

  4. Utilizes the existing ticketing system processes and procedures.

  5. Serves as the DCOS E&D and NSOS Portal and Content Management focal point.

  6. Interacts with users to define requirements and build web sites based on customer requirements.

  7. Creates and modifies portal features, lists, collaboration spaces and web parts using out-of-the-box portal technology in support of directorate team sites.

  8. Manages test and evaluation efforts in order to meet end user, training, support, and data integration requirements.

  9. When necessary, provides training on how to use NSOS portals and manage content. Works with NSOS stakeholders to keep web content current and accurate.

  10. Ensures the proper creation and maintenance of NSOS portals. Develops, maintains, and plans for the proper operation and technical configuration of the NSOS portals.

  11. Coordinates and collaborates with NSHQ Knowledge Management Office and other KM personnel.

  12. Evaluates, installs, integrates and troubleshoots third-party or COTS products or applications.

  13. Determines processes that can be streamlined and enhanced by automation and develop plans to implement portal automation and solutions.

  14. Required to participate in and contribute to NSHQ KM work group meetings. May be required to prepare and present briefings and reports to senior staff.

  15. Conducts systems tests, monitors test results, and takes appropriate corrective action.

  16. May prepare technical user guides.

  17. Maintains current knowledge of relevant technology as assigned.

  18. Participates in special projects as required.

Job Requirements

2-5 years of related experience in web software development.

  1. Knowledge of the principles, methods, and techniques used in web/portal data presentation, manipulation, and presentation.

  2. Requires a proficiency in the use of one or more web technologies.

  3. Professional certification(s) may be required, depending on job assignment.

  4. Must be capable of obtaining and maintaining a Secret Clearance.

  5. In support of the requirement, the employee must have and maintain the CompTIA Security+ CE Certification. The CompTIA Security+ CE Certification is the preferred certification. Also acceptable are alternative certifications.

  6. This position may be required to complete short-term deployments to austere locations worldwide.

The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
